General Management and Leadership Consulting

IPM staff provided turnaround general management of special district public agencies, including the development of financial, governance, staffing, and resources plans and implementation through elected governing boards and complex regulatory hurdles.  We have successfully planned, developed, and implemented coordinated cooperative regulatory and public works projects.  

Founding and Non-Profit Management

IPM staff founded and developed numerous for-profit corporations as well as nonprofit 501 (C) 3 and 501 (C) 6 organizations, including initial organizing, strategic planning, outreach/communications, governance, policy development, funding, budgeting, and reporting to support the mission and business objectives of the non-profit enterprises.  

Southern California Integrated Watershed Program

Funded by Proposition 13, this program used integrated watershed planning to understand the fundamentals of what programs and projects would be needed for the Santa Ana Watershed region and placed incentive grant funding to ensure they were constructed.  The aggregated projects and programs matched the $250 million in state grant funding with over $500 million of local ratepayer funds. These completed projects generate almost 300,000-acre feet of new water each year from the watershed, improve the habitat of the Santa Ana River, and improve water quality, stormwater capture, recycling, and brackish groundwater desalting. This work was performed at SAWPA.

Santa Ana River Interceptor Business Plan

The Santa Ana River Interceptor or SARI is a brine line that serves the majority of the Santa Ana Watershed and beyond.  It has a capacity of over 30 MGD, facilitates inland brackish groundwater desalting, and maintains downstream water quality.  This first business plan provides for a 20-year stable rate structure, an $80 million Capital Improvement Plan, and a comprehensive management plan for the future. This work was performed at SAWPA.

Mission Springs Water District

MSWD, in cooperation with Coachella Valley Water District and Desert Water Agency, is working on a comprehensive Water Management Plan that will guide the region in planning and maintaining adequate high-quality water supplies for all uses in the region. By adding IRWM planning for disadvantaged communities in the region to the planning, IPM Inc. is helping the group move IRWM Planning efforts forward in the Coachella Valley of the Colorado River Region.  IPM Inc. is assisting with scoping, stakeholder involvement, and other planning efforts needed to achieve the benefits of IRWM.

County of Orange/Municipal Water District of Orange County

MWDOC Orange Counties’ largest coverage agency has engaged its partner water and sanitation agencies, the County of Orange, and other stakeholders in facilitated meetings to improve regional cooperation. These meetings are intended to leverage Integrated Regional Water Management (IRWM) planning to produce additional coordination and value for the participants.  IPM Inc. coordinates, facilitates, presents, and documents concepts for this countywide Integrated Planning Improvement group.  The contract effort is to facilitate meetings to organize Orange County in order to produce the next generation of IRWM plans in preparation for funding and implementation.  The group is currently working to identify and advance the optimal regional organization and governance strategies to help Orange County most effectively fulfill its goals and priorities. 

 

Norco Ranch Inc.

IPM aided one of Southern California’s largest egg producers in managing wastewater to attain compliance, protecting the environment and reducing treatment costs while producing the highest quality products.

Various Land Development Interests

IPM helped project proponents in communicating the benefits of a trail-focused open space-dominated development in the entitlement process.

Green Valley Initiative and Sustainability-Focused Non-Profit/Foundation

IPM assisted the startup of a non-profit corporation focused on sustainable economic development and environmental improvement. GIVE sponsors the Green Valley Initiative (GVI), which focused on helping the region become a center of green technology and environmental science and services through Economic Development. 

 

UC Davis Contract for the Central Valley Regional Water Quality Control Board

IPM assisted with the development of strategies to assist the region plan regarding solutions for salinity.  The consultancy worked closely with the State Board and Region 5 Board, staff, and stakeholders to develop economically, environmentally, and socially acceptable concepts, plans, and regulatory programs in order to successfully manage salinity.  Strategy planning, outreach, materials, and workshops have helped spread information and understanding in the region and across the state.

 

Upper Santa Margarita Watershed Integrated Regional Water Management Planning and Governance

IPM developed governance documents and assisted the development of a rapid IRWM plan to allow participation in funding for critical programs and projects in Riverside County. The Regional Water Management Committee, composed of Rancho California Water District, Riverside County, and Riverside County Flood, took leadership to represent the area in regional planning.

 

Anza Community Groundwater Management Planning Capacity Building in DAC Community

IPM assisted the community of Anza in developing information and a publicly acceptable strategy to move toward comprehensive groundwater management planning for the area.

 

San Bernardino Valley Water Conservation District

IPM Principal Daniel Cozad was the Special District Government General Manager responsible for turning around the agency from near bankruptcy, building an exceptional and diverse staff, and achieving legislative, fiscal, investment, and operational accomplishments.  Under his leadership, they developed an implementable strategic plan approved by the 5-member elected board of directors with a $4M annual budget and $38M capital budget, and new long-term agreements for $50M+ in revenue. He served as a board director of the Santa Ana River Infrastructure Finance Authority which governs a $280M long-range financing facility for projects in Southern California. He also spearheaded an award-winning innovative integrated habitat and water recharge project (Plunge Creek Conservation Project), receiving the first Safe Harbor Agreement in Southern California and regional grant funding covering 50% of the project costs.

During his tenure, he developed and implemented the San Bernardino Basin Groundwater Council, a voluntary, cooperative management council of 14 large groundwater producers to fund and manage water levels in the basin to ensure sustainable water supplies for local communities.

In addition to many other awards, Daniel was the 2022 recipient of the Association of California Water Agencies Excellence in Water Leadership Award – Building a World of Difference.

 

San Bernardino Valley Conservation Trust

IPM Principal Daniel Cozad was the energy and creativity behind the initiation of this new 501 C 3 Public Benefit nonprofit corporation as well as its founding Executive Director.  He worked with the team at the SBVWCD to incorporate gain tax and regulatory approval for California and Federal regulators. He wrote mission and primary documents for the trust and prepared policies for the board of directors and public agencies using the trust.  The trust staff developed and implemented the Wash Plan Habitat Conservation Plan, a complex land-use plan which received awards from the Southern California Association of Governments and the American Planning Association and required ten years of collaboration among task force members to develop funding, negotiate with regulatory authorities and land-use agencies, and generate a permanent $10M endowment for conservation and lands with returns more than double the required and expected levels for nonprofit management.

 

Central Valley Salinity Coalition 

IPM was the entrepreneur developing and implementing this 501 C 6 Member Benefit nonprofit corporation and serves as its founding Executive Director.  IPM was the incorporator and successfully obtained tax and regulatory approvals for the new entity. In the 14 years since the creation of the entity, it has grown from four members to twenty-five and currently collects $2.5 million in member and project contributions. It also coordinates the most comprehensive stakeholder-based regulatory program for salt and nitrate management in the world. IPM directs and coordinates business and consulting efforts for all facets of the entity with legal, regulatory, scientific, technical, environmental, outreach, policy, and lobbying contracted support. 

 

 

Photographic and Visual Communications Projects

San Bernardino Valley Municipal Water District

IPM planned and implemented multiday photography and video media shoots for the District to provide stock and facility images for their strategic plan, annual report, and other communications efforts.

Confidential Northern California Water Agency

IPM used its unique understanding of water and natural resource systems and facilities to plan and execute a photographic, video capture, and implementation plan.  The multiday shoot focused on facilities and their interaction with the natural environment.  The project delivered stock media and B-Roll that allowed it to be incorporated into ongoing and future efforts to better tell the Agency’s story to the public and key officials for support and funding.
